The Reform Project of Sheikh Hamad Bin Isa Al Khalifa, 2000–2001

Abstract

After Sheikh Hamad assumed power in Bahrain, he proceeded to launch his reform project, the National Action Charter (2000–2001), which marked the beginning of a new stage in Bahrain's political history characterized by openness toward the opposition and the restoration of calm and stability to the political arena after years of tension and mistrust. This Charter represented a working program for the Bahraini government, prepared on the basis of studies conducted by specialized committees that examined the internal political reality of Bahrain, with the aim of formulating a charter that would serve as an exit from the political crisis Bahrain had experienced, and as a launching point toward a better political reality guided by a clear vision and programs designed to ensure security and stability for the country.
